Regarding the issue that Saudi Arabia and Some Arab allies closed their airspace to the Qatari planes after they cut diplomatic ties with the country, and Iran has opened its airspace to the passenger planes of Qatar over the past months, Iran’s Supreme National Security Council (SNSC) issued the permission for the flights over the Islamic Republic space as they are banned from Saudi, Egyptian and UAE airspaces after a diplomatic row between Qatar and the Arab countries, now because of Iran's Cooperation during Contingency Situation ICAO has sent a letter of appreciation to Iran's Aviation Industry, here is the original text of the letter,

I have the honor to extend my sincere gratefulness to the Iran Civil Aviation Organization
(CAO) and Iran Airports and Air Navigation Company (IAC) for being an essential contributor to the successful implementation of the MID Regional Contingency Plan for Qatar. Iran’s support ensured safe accommodation of the rerouted Qatar registered aircraft.
Iran’s compliance to the provisions of the MID Region ATM Contingency Plan, in particular to the notification procedures and the working arrangements of the Contingency Coordination Teams (CCTs), has been highly appreciated.
Tehran Area Control Centre has been working effectively with the ICAO MID Office since
5 June 2017 and responded to the contingency situation in a timely manner. The agreed contingency Routes/measures have been implemented making best use of the current human resources and ATM system capabilities. The ATC workload generated from the current crisis is well recognized.
I would like to thank you for the continuous support provided by CAO and IAC to the MID
Regional Office activities. I reiterate the excellent working relations and cooperation between Iran and the MID States for the best interest of the civil aviation. The Office is proud to count a State such as yours in its accreditation area and we look forward to an ongoing professional relationship.
